That part of the land should have strict design in structures, ship like structures(for a possibility to float [be carefull not to shuffle] and can house flying objects for transpos) or any better suggestion that is burried fairly deep(suggested by engineers) and the entrances are opposite of the shore lines, or front still depends on the very best suggestion/s. Bubble glass(transparent glass used underwater) can be used as shield with unique design as needed for visual and strength.🙏
